What is a TIE?
“TIE” stands for Technology Investment Evaluations. The new TIE system gathers every technology investment—large or small—into one streamlined, questionnaire-based workflow. You no longer need to decide between “TIN” or “CIN;” the process is unified under a single TIE form.
Why does the Governor’s Technology Office evaluate technology projects?
Under NRS 242.171 (2) and SAM 1618, the Governor’s Technology Office (GTO) must maintain a comprehensive technology portfolio and review all Executive Branch information-system investments valued at $50,000 +.
What happened to my existing TINs and CINs?
Legacy TINs → TIEs
Your prior Technology Investment Notifications (TINs) are being migrated into the new OnBase TIE solution. Once migration is complete you can view and update those records alongside new TIE submissions. Documentation may still reference “TIN,” but these entries are now treated as TIEs.
Legacy CINs → TIEs
Cloud Investment Notifications (CINs) have also transitioned to TIEs. When you begin the TIE questionnaire, selecting Minor Cloud Investment and entering an amount under $50,000 will surface the familiar CIN questions plus a few risk items. After administrator review you will receive a TIE Completion Memo, and the old CIN links will be retired.
When should I submit a TIE?
A simple rule of thumb: if it touches, views, moves, or shares State data, submit a TIE. Investments include new systems, equipment, SaaS subscriptions, vendor-supported services, and significant enhancements—regardless of funding source. Agencies may file TIEs at any point in the biennium.
What does the TIE Administrator review?
The review—managed by the Enterprise Architecture team—checks for:
- Portfolio alignment and statewide economies of scale
- Duplication of tools, platforms, or staffing
- Security, data-classification, and compliance considerations
Reviews can take up to six weeks; submit early to avoid delays with Purchasing or Board of Examiners deadlines. A TIE Completion Memo is issued at the end of every review.

- Check your inbox: within one business day you’ll receive a welcome email containing a temporary password and a link to the TIE application.
- Log in & change your password (ensure pop-ups are allowed), then start a new submission or review migrated records.
